Issue links (ex. [#12345]) contain language part

Description

This means that after clicking a such link the interface language might get changed. It appears that the links work fine without the language part (and the correct language gets applied instead), e.g.

https://trisquel.info/issues/5772

instead of

https://trisquel.info/fr/issues/5772
